These policies focus on three main issues: Policies and benefits for teachers, state management of educators, and teaching certification. These discussions aim to enhance teachers' capabilities and to refine the draft before it is presented to the National Assembly.

Assoc. Prof. Dr. Nguyen Thi Que Anh emphasized that teachers play a crucial role in determining the quality of education. She hoped the conference would gather expert opinions on teaching certification and educator ethics, highlighting the role of the Law on Teachers in relation to other legal documents.

The conference featured three key presentations:

-                      "Overview of the Law on Teachers" (Dr. Vu Minh Duc)

-                      "Proposals for Teaching Certification Regulations" (Assoc. Prof. Dr. Le Thai Hung);

-                      "Perceptions and Regulations on Professional Ethics for Educators” (Prof. Dr. Pham Hong Thai)

During the discussions, many educators and policymakers agreed that the implementation of teaching certification would help create a qualified teaching workforce to meet societal needs. Besides discussing certification, participants also shared insights on distinguishing between social and professional ethics, emphasizing that the Law on Teachers should highlight the unique characteristics of the teaching profession.
